📄️Read merged tenant settings

Returns the tenant settings object merged on top of platform defaults. Dual-auth: mirrored under API-key and admin-JWT paths.

Merges the supplied keys into the stored tenant settings; unspecified keys are untouched. Requires the `manage_settings` capability (both auth paths). Dual-auth: mirrored under API-key and admin-JWT paths.
